Accounting treatement of preliminary exp.

Helo Friends,

I have two queries,

(1) Can A company written off its Preliminary Expenditure in the Financial year, in which the company has already suffering from loss, before written off the Preliminary Expenses ?

(2) Is it madatory to write off amount appearing under head " Miscellaneouse Expenditure " (not related with preliminary Expense) , when company is suffering from loss in the financial year?
