Accounting Technician Course is equivalent to what ?

Dear all,

Could any body tell me whether the  ACCOUNTING TECHNICIAN COURSE  is equivalent to graduation.

I am not possessing any UG degree but I did PE - I, PE- II and completed my articles but still not able to complete my CA Final and I got  ATC Certificate from ICAI. 

Wherever I go people are asking for UG and not recognizing CA- Inter as some thing higher than a graduation.
