please tell in detail effect of proposed dividend before and after approval of accounts

The proposed Dividend after the Balance Sheet would be disclosed in the report of the approving authority (Board's Report).
As per Revised AS 4 , the liability to pay dividend arises only once the same is declared at an AGM. Hence dividends proposed by the Board will no longer form part of the Balance Sheet.
