if any unregistered person writing books of account of registered person and take money as account writing charges then it can be covered under Rcm?

yaa absolutely any registered person purchase services from Unregistered person is liable to pay GST under RCM.

Section 9(4) suspended till 31.3.18
Yes now RCM is not Applicable on this service
