if i have gstin no. or my firm register under gst then can i purchase from urp person in interstate. its possible i made purchase voucher its valid.

URD person can't sell his goods to Inter State. So, You can't purchase from URD on the other State person...
Yes, you can purchase from unregistered person. there is no boundation on inter-state transaction for GST registration .
