About Non compliance under labour law and EPF

One of my client is a sub contractor from J&K he supply some labour in HP for Hydro power project. He have an EPF number he also file some returns for few workers but not file returns for all the workers. He do not have any labour licence.So help me what kind of complience he have to maintain last three years.if labour licence is complusory to him than how he can opted it.
