if any driver which is registered person in gst and he supplyof service through uber or ola whether he can pay gst or eco will pay tax

Eco will pay tax as it is notified service under section 9(5)
Yes the E-commerce Operator will be paying Tax under Section 9(5) of the CGST Act 2017 read with Notification No. 17/2017 - Central Tax ( Rate ), dated 28th June 2017.
