Open heart surgery do not qualify.
The list of diseases for which exemption can be claimed is given in Rule 11 DD of IT Act.

We can deducation under section 80DD in this condition when a persons intregrated danger ill as aids , cancer etc. max.limit deducation normal tax payer 40000.00 and for senior tax payer 60000.00 only as
