Can a person claim 80 C Tuition fees deduction if school fees has been paid through cash.

Yep he can claim
Yes there is no such provision for non availability of deduction if payment is made in Cash. Moreover, remember deduction will be available purely on tuition fees component of School Fees, nothing else.
