so  in 3b  we enter  net ITC ( PURCHASE -PURCHASE RETURN), HENCE our  comparison   not currect

can i enter  purchase return in  table 4.B  other reversal??

Your purchase return is sales return for your supplier. As per GST law only supplier can create credit note. The credit notes created by supplier will get deducted from the supplies booked by him in this new form
