??any new rule of preponment of ezams ???

many of my friends have intimated me about upcoming rule of  preponement of attempt wherein new course students will be able to complete training after final ezams... !!! , ie they will be able to give ezams before the stipulated minimum time !!!  

does any one know or have inquired about the same !!!! ???
