Section - 64 - Power of State Government to make rules
Power of State Government to make rules64. (1) The State Government may, simultaneously with the constitution of the State Board, make rules to carry out the purposes of this Act, in respect of matters not falling within the purview of section 63:Provided that when the State Board has been constituted, no such rule shall be made, varied, amended or repealed without consulting that Board.(2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely,-
(a)

the terms and conditions of service of members (other than the Chairman and the member-secretary) of the State Board under sub-section (8) of section 5;
(b)

the time and place of meetings of the State Board or of any committee of that Board constituted under this Act and the procedure to be followed at such meeting, including the quorum necessary for the transaction of business under section 8 and under sub-section (2) of section 9;
