[Meetings of Commission.22. (1) The Commission shall meet at such times and such places, and shall observe such rules of procedure in regard to the transaction of business at its meetings as may be provided by regulations.(2) The Chairperson, if for any reason, is unable to attend a meeting of the Commission, the seniormost Member present at the meeting, shall preside at the meeting.(3) All questions which come up before any meeting of the Commission shall be decided by a majority of the Members present and voting [***]:Provided that the quorum for such meeting shall be three Members.]

Benches of Commission.-(1) The jurisdiction, powers and authority of the Commission may be exercised by Benches thereof.(2) The Benches shall be constituted by the Chairperson and each Bench shall consist of not less than two Members.(3) Every Bench shall consist of at least one Judicial Member.
