Inspectors’ report to be evidence.246. A copy of any report of any inspector or inspectors appointed under section or authenticated in such manner, if any, as may be prescribed, shall be admissible in any legal proceeding as evidence of the opinion of the inspector or inspectors in relation to any matter contained in the report.
