The new policy and guidelines are designed to revise the procedures for setting up ICDs, CFSs, and AFSs to meet the evolving needs of trade, address regulatory and logistics concerns, and promote uniform, transparent, and seamless approval processes.
An ICD is a 'self-contained Customs station' where most customs clearance activities take place and has its own station code. A CFS is a Customs area linked to a specific Customs port or station, primarily serving to decongest ports by handling examination, stuffing/de-stuffing, and aggregation of cargo, with main customs processing done at the parent station.
Yes, the country is divided into Green, Blue, and Red zones. Green zones are open to proposals, Blue zones accept proposals for specific trade-generating locations with no or over-utilised facilities, and Red zones are generally closed for new CFS development, though IMC may approve ICDs in exceptional cases.
The minimum threshold performance for an ICD is 7200 TEUs/consignments per year (two-way), and for a CFS, it is 1200 TEUs/consignments per year (two-way). No threshold is prescribed for AFS.
The minimum area requirement for an ICD is seven hectares (with specific allocations for Customs Notified Area and DPD/DPE space), and for a CFS, it is two hectares. For AFS, 1000 sq. meters of covered area is required for both imports and exports.
Applications, along with a Detailed Project Report (DPR), should be submitted in six copies to the Member (Customs), CBIC, at the specified address. An advance copy should also be sent to the jurisdictional Commissioner of Customs for their recommendation.
