I have wrongly filed details in GSTR 3B July-18 month in Outward column I have wrongly Paid Tax in CGST & SGST instead of IGST. So please suggest me to rectify and reconcile my books can I input claim in CGST & SGST and Payment Of Tax IGST column in GSTR-3B Aug-18 month.

In next month 3B returns reverse it.
Since, the return has already been filed, then the company will have to report the Inter-State supply in their next month's liability and adjust their wrongly paid intra-State liability in the subsequent months returns or claim refund of the same. CBIC circular No.26/26/2017-GST Dt. 29.12.2017

Yes less the cgst and sgst wrongly entered in previous month with Next month cgst and sgst amount. And add the igst amount in IGST column.

I Have no excess Electronic Cash Ledger Balance & Electronic Credit Ledger Balance Then How Claim Refund.
I have No intra State sale For Adjustment. F.Y 2018-19 My total Sale was Inter-State.
1st u make credit note of particular bill where u changed IGSt. 2nd u show theses invoice in 3b.3rd u revarsed cgst and sgst AMT in 3b in ITC column. I think this will be processed may be.....
