Works contract service supplied to Railways(govt.), gst rate of tax for that contract is 12%. Then works contractor can get itc for bricks,cement ext.

Yes, Input taz credit of steel, cement, bricks etc and credit is available for all other input, input services and Capital Goods. However, if the credit is specifically blocked then the same is not available.
