works contract

works contract service provided to government was exempted(service tax only) vide mega exemption notification 25/2012. Now what is the status of service portion in GST.
whether 12% GST applicable to supply only or both supply & service.

As per act there is no GST for labour wages.works contract involves both supply and service.Then how to full value.

when contractor quote rate,it includes all gst taxes, materials purchased.then work done ,he will get gst @ 18% from service receiver.
thus he will get @ 18% on Labour component.
while submitting bills on line ,he will upload vouchers of all materials purchased at respective different gst rates,5/18/28%•
he will provide GSTN no of service receiver,.
he will get ITC on all materials.
