Please tell me why ICAI change the rules for transfer of article assistants from one Chartered accountants office to another Chartered accountant???????

Why Transfer of Article assistants are canceled

It thinks this can stop Dummy articles ( What they publicly say ) While I think members were upset at students taking transfers for better opportunities and wanted to milk them to the fullest.
It is like cease fire jo jaha betha he vo jagah usi ka he :)
Why dont ICAI understand students problem. Even "nadi ka paani bhi agar jyada der kahi ruk jaaye to dirty ho jaata he" :)
ICAI turns into a monopolistic organisation.
