If you are planning to Purchase second hand vehicle, registered within state of your residence, then it is preferable. If second hand vehicle is registered within your City Jurisdiction then its good.
Call your Jurisdiction RTO Office. You will get complete information.
Best thing is contact your nearest Motor Driving School. They will guide you properly.
