When should form mgt-8 be dated or signed?

Hi,

Can anyone please let me know whether there is a specific time period in which form MGT-8 should be dated? For example lets take form MGT-8 for the annual return being filed for the financial year 2014-2015. 

should the MGT-8 be reviewed by the board at the AGM or the board meeting before the agm?

please explain quoting the sections or rules if possible.
