Is this passed in recent company 's bill passed by Rajya Sabha on 8th August ? If yes then when it will going to be implemented and what's the procedure of forming this?

the rules are to be notified yet after the assent of president
president's assent is required.... then only it will be termed as Act... and then it will be implemented.
