today 1-4-2013 , vat rate increases from 4% to 5% and other 12.5% to 13.5%.so my question is new rate shall apply in ipcc may 2013 exam ?

no need to worry, in question itself vat rate will be clearly mentioned,
if not take as assumption as u require,
