Vat and iec registration

Dear Sirs,

I am from Coimbatore, Tamilnadu. I am planning to start a small Proprietorship Concern. I will also do some import from China and sell it in India. I will also do within state and inter-state purchase and selling.

My doubts are:

1. I went through tnvat.gov.in. There is a provision for online registration for VAT. Can i register through that? It is asking me to pay Rs 500/- as registration fee. On which name should i take the DD. What documents should i attach and to which address should i courier? How many days will it take to get TIN?

2. For IE code, is it mandatory to have a current account? Will it be okay, if i apply for IE code using my SB account? What are the other formalities to get IE code?

3. Is it mandatory in first place to register my IE before i import something from China.

I am complete novice. My questions might sound out of place. But i sincerely look for your help.
