One of my client have two let out houses, and civil works contractor, his turnover is 20L, while using itr4 , more than two houses , ITR 4 not applicable, which for is being used

ITR-3 applicable for income from business / profession, in your case itr-3 will be applicable.
I think you should file ITR 3 for the above income .... and do not take business income as presumptive income
