my client has taken vat registration in the month of sep.and he purchased the goods from the vat dealer in the month august. my question is - is he liable for the input credit on the goods purchased before he get registered under the vat act.

No he is not liable for input credit of August month purchases.
He will liable from the effective date of registration for availing input tax credit.
