yes its valid...if u see d eligibility of civils or cat den dey jus requir a graduation from any indian university....infact der r many ppl who prefer distance lerning for civils...i myself had d same question 2 years back.... also for ur info...if u r a ca n not even a graduate den ur eligible for civils n cat....notification regarding dis is in icai site too!!!

Yes the last date was 16th december without late fees, 31st december is the last date including late fees.

Its a correspondence course and Valid too..
