my client has 25 lakhs turnover in fy 18-19.now he wants to cancel the gst licence since his turnover is below 40 lakhs which is applicable from 1st april 2019. can he do so.

Yes... He can.
Ya He can deregister.
If he deals in supply goods then yes you can surrender , the limit of 40lac is only for supply of goods , not for supply of services.
