transfer upon conversion

Is transfer allowed if I change my structure from existing PCC to IPCC even if 1st group of IPCC isn't cleared?

Further do any information regarding the training period served or the leaves mentioned in Form 109 sent to the member by the Institute upon submission of Form 109.

How is Form 109 dealt with, i.e., hw many copies to be signed? Do the principal's copy need to be stamped? & if yes shall I return the stamped copy of Form 109 to the member as was did upon submitting Form 103.
