Transfer of goods from 1 unit to another unit

Dear All,

We have 2 units in different states. I have purchased some raw material from Malaysia.

I have got the Invoice in the address of Roorkee unit. But the goods are to be sent to Indore unit for processing and also the manufactured product should be sent from the Indore unit.

The raw material has been arrived at the Indian Customs frontier but has not been cleared yet. So I want to know whether I can sale the raw materials to the Indore unit as High seas sales or not?

Or is there any other option through which I can transfer the raw material to the Indore unit without attracting any duties/ taxes.
