If u hv cleard PCC exam u cn hv transfer with reason to late payment of stipend...the reason u mailed to ICAI will be replied soon...bcoz in many cases they enquire with the principal untill taking any decision.
It is very difficult to comment on such situation since rulz are definitly one-sided and articles hav no option but to continue. I suggest u continue even if yu are facing stipend delays becoz u hv only option of industrial training...
be strong and jst concentrate on studies...better be strong enough rather fall in the mud of mockery set by extremely one-sided rulz and damage your own career!!!
