Transfer from articleship

I have been undergoing Articleship since Sept 2011 and since then I have spent almost 10 months in the same client office with no work other than Internal Audit. I have recently completed my First year of Articleship. Recently, I have been feeling that I am wasting my Precious Time in Articleship. I have a genuine health issue and have a Doctor's Report but I cannot get a Govt Hospital Certificate. So, What can be done for Transfer of Articleship if the C.A does not consent upon it? Is there any way I can take Transfer?
