The said option mostly not available now...
I would suggest you to file an application to your concerned ward / VAT officer of your area giving reason of surrender along with date of closing of business and Original RC.
please note all your return should be filed upto date.
on satisfying with your application , the Vat officer may grant refund of deposit , post acceptance of application.

GST came with migrate from VAT.The VAT law doesn't exist in most states.So your intent is not possible.
