Tds return query

Dear Professionals,

As the scenario in changing day after day in Law & Taxation, I further wish to know whether TDS Return in required to be submitted this days where in a quarter there is neither any tax deducted from a deductee nor any tax deposited.

If TDS return is required to be submitted, then in what manner as tds return preparing software is not accepting nil deductee or challan data.
