When a buyer of house property deducts TDS @ 1% and issues certificate form 16B to the seller, can the seller claim refund of the same against his normal tax liability or even against liability for capital gains tax?

yes, as like other TDS on various heads, the tax deducted under section 194IA can also be claimed by the seller
