One of our contractor vendor has submitted photocopy of TDS exemption certificate and is asking us to deduct TDS at the exempted rate. Can we deduct TDS at lowar rate based on photocopy? Do the Income Tax department send TDS exemption certificate copy to deductor as well?

Yes you can deduct TDS As per his Photocopy of TDS exemption certificate, but you should clearly read the Period in which it is been given by the Income Tax Department...
