TDS demand for F. Y. 2007-08, 2008-09

I have received a notice for TDS default for f. y. 2007-08 and 2008-09 . i had filed TDS return for F. y. 2007-08 and 2008-09 in paper form. notice mentioned there are invalid pan deductee rows and no pan deductee rows. i want to file correction but conso file can not be downloaded due to return file in paper form. how can i file correction statement for f. y. 2007-08 and 2008-09. also tell me what r the limitation period of such notice. how can i correct tds return.
