can be claim through refund application.

Yes ....... As per Section 54 of CGST , refund can claim from Cash Ledger

can excess of balance in gst credit ledger on account of higher gst rate on commission charge by eCommerce operator to the online seller can be claim as refund. whether the case falls under inverted duty structure or not.

No....... no refund can be claimed in respect of Services & capital Goods in Regard to IDS (inverted duty structure)
