For right issue read section 62 (1)(a)of companies act
and regarding stamp duty as stamps duty payable on share is not mentioned under union list hence the states has power to impose stamp duty
Company registered under Andhra Pradesh state

Then as per the Andhra Pradesh state 

Check the state portal 

 

There is no stamp duty on allotment of share. stamp duty attracts only at the time of increase of authorised capital and issue of share certificate.
