Should hra be equally divided among flat owners

Hi Experts,

                     I live in a flat while is co-owned by my parents (Dad & Mom) & my elder brother. My dad & brother pay tax, but my mom does not, as her income is not beyond the tax limits. They have no objection if I pay HRA cheques to my mother.

So, can i pay issue HRA cheques in the name of my mother or is it mandatory for the HRA amount to be divided for all co-owners.
