Every shareholder is a member in the company limited by shares because they are subscribers of share capital and their name is register in register of members
every member is not a shareholder in the company limited by guarantee not having share capital ( members name is mentioned in register of member but they are not subscribed any capital because company is limited by guarantee not having share capital )
