Service Tax on residential properties

Hi,

  I had bought an apartment in Bangalore in 2005; until sometime in 2007 I was asked to pay ST as 12 odd% of the 33% of the total cost. Then there was the court ruling in favor of builders that ST need not be paid for self-built projects, but this was not legalised. Is this legalised now. Could anyone provide me a link to this Law, if at all legalized.
