Is tax benefit can be taken on expenditure on Total knee replacement surgery u/section 80DD/80DDB?

Assessee is eligibile for deduction u/s 80 DDB subject to that he should furnisha a certificate in form no. 10 -I from particular doctor working in a govt hospital.
those exp. must be actually incurred on medical treatment
one more thing deduction is availabe only if exp. incurred for specified dieses only and knee replacemnet is not a specified disease hence deduction will not be available
Is it necessary to sign the form no. 10-I by the Government doctor, where surgery has been done in private hospital by the doctor?
