respected sir, 

                 i wish to import refurbished Cisco routers from China to complete my training for CCIE, i will be paying through paypal to china & they will send items through dhl. i had posted  a thread /forum/need-info-on-anti-dumping-duty-225172.asp#.UIiqCezBUmt  , someone had said that SECOND HAND/ REFURBISHED GOODS ARE RESTRICTED FOR IMPORTS, REQUIRE A LICENCE FROM DGFT, the people from china said that they had sent many refurbished routers to india(to some companies),  i just wanted to know what kind of license do we require to import refurbished items?  do i require any certificate from a chartered accountant for import of second hand goods?

WE CAN ONLY ADVISE THE  CORRECT RULES AND CORRECT LEGAL PROCESS THROUGH THIS FORUM, THERE MAY BE PEOPLE WHO EVADE LAWS THROUGH ALTERNATIVE MODES. AND MEANS.

IMPORT EXPORT POLICY IS MADE BY MINISTRY OF COMMERCE, YOU CAN GO  TO THE SITE OF DGFT AND CHECK THE SAME UNDER THE CHAPTER' GENERAL PROVISIONS FOR IMPORTS AND EXPORTS WHEREIN YOU WILL FIND THAT ALL SECOND HAND GOODS ( EXCEPT CAPITALS GOODS) ARE RESTRCITED FOR IMPORT, NEED AN IMPORT LICENCE FROM  DGFT.
