Rights Issue offers

Dear Expert,

A private limited company was issued Rights issue offer to its shareholders and now the company want to issue another offer of rights to the shareholders before completion of allotment related to the first rights offer. Is Company can give another rights offer before closure of previous offer? 

Please let me know the what are all the sections, rules and provisions for my query
