if a delear nil tournover not furnished any return from July 2017 till date how much penalty will be levied?

No penalty will be levied, only late fee will be charged.

penalty will be charged only if any tax was payable
in this case the client does not had any tax liability
so only late fees will be charged 20 rupees per day for every month's return
