Can I file income tax return for financial year 2016-17?
Is there any kind of request letter which we can send to income tax department so that by paying penalty we can file our income tax return?

Only request letter to your Jurisdictional JCIT u/s. 119(2)(b), to condon the delay in filing return. Once approved, you can file return online..
