I want to know how the return can be filled
of an employee if the employer is not registered and does not have any TIN no.
and does not issue any TDS certificate nor deduct.

Yes , that emplyee can file the return.That emplyee may have salary Bellow Rs.110000 ( as the case may be) .Still he can file file return showing no tax.
