Rent of plant machinery

I am RD in GST. I used a Machine like crean, dumper etc from local URD as a Rent for Rs 40000/- month.
now question is whether it is fall in RCM?

the URD not charge gst from his invoice.

what is the treatment of this type of rent service taken from URD dealer

Section 9(4) has been amended by Notification 7/2019 CT (r) , RCM on inward supply from URD applicable only on promoters/devloper.
Rent of plant and machinery. Sec 194 I so tds is deductible.
