a small retailer who do not maintain account, but his turnover exceeds Rs. 20 lac., and he sell products which are inclusive of tax, so is he need to file return.

yes. he is required to obtain GST number
After acquiring GST number he has to maintain books of accounts (if he is not opting for composition scheme) and file GST returns
